Storms bring rains, winds, snows all contribute to excessive surface waters which ultimately produce flooding conditions. Every property and parcel owner has the responsibility in managing said waters to remain respectful and diligent in preventing excessive water runoffs on parcels adjacent to or downstream.

As County Executive, the policy for all county residents to follow on this issue is exactly that: Storm Water Management is the primary responsibility of the individual property and parcel owner, any future development plans must address not only the storm water runoff issues within the parcel but issues that may be created in adjacent and downstream egress of storm waters and their mitigation of said excessive runoffs.
